Spain: "The catalan risk losing all the credit"

According to a law passed September 7 by the Catalan parliament (which Spain's Supreme Court declared unconstitutional shortly thereafter), the regional legislature has to declare independence if people vote in favor of secession.

Authorities in Madrid insisted the police response had been proportionate.

Surveys taken in the months before Sunday's referendum show Catalans roughly divided between those who wanted an independent republic and those who wanted to remain in Spain.

Pro-independence parties which control the regional government staged the referendum in defiance of a Constitutional Court ruling that the vote violated Spain's 1978 constitution, which states the country is indivisible.

The Spanish business lobby group, Cercle d'Economia, said it was concerned by the prospect of a declaration of independence and called for both sides to start talks.

Xavier Garcia Albiol, the top politician in Catalonia of Spain's governing party, called Wednesday for Catalans who want to stay inside Spain to join a rally Sunday in Barcelona, the region's main city.

Prime Minister of Spain Mariano Rajoy said that in Catalonia there was "no referendum" on self-determination, but assured that the government was ready to conduct a dialogue within the regional authorities.

At this point, all communication channels between the Spanish and the Catalan governments seem to be broken.

"We are completely silenced", she said.

Wednesday's crisis debate in parliament is due to kick off at 3pm (1300 GMT), but Catalonia dominated a morning session on preparations for a summit of European Union leaders later this month.
