EPA Plans to Repeal Clean Power Plan

Climate advocacy groups pledged to fight back against the Environmental Protection Agency on Monday after EPA head Scott Pruitt announced, after much speculation, that he would repeal the Obama-era Clean Power Plan-while state and local leaders said they would move forward with plans to limit greenhouse gas emissions even as the Trump administration abandons the EPA's core mission. But the the CPP, which stipulated that power companies had until 2030 to reduce their carbon emissions by 32 percent relative to 2005 levels, never really got a chance to have an impact.

President Donald Trump promised to rip up the initiative, which mandated that states change their overall power mix, displacing coal-fired electricity with that from wind, solar and natural gas.

Administrator Scott Pruitt, who has cast doubt on climate change, said the Clean Power Plan was an overreach. The rule dictated specific emission targets for states based on power-plant emissions and gave officials broad latitude to decide how to achieve reductions.

"No rules were in effect that limited their emissions of carbon dioxide, the primary driver of global warming".

Previously, the Associated Press had obtained a 43-page document outlining the federal agency's plan to repeal the policy, which noted that the EPA wouldn't offer an immediate replacement to the policy, but would seek public input on whether to curb climate-warming emissions from coal and natural gas power plants.

Trump has voiced doubts about the science of climate change and has blamed Obama's efforts to reduce carbon emissions for hurting the coal mining and oil drilling industries.

"If Administrator Pruitt plans to repeal the Clean Power Plan, that would be a complete abdication of EPA's legal responsibility to protect our children's lungs from risky smokestack pollution and their homes from climate-destabilizing extreme weather", Environmental Defense Fund president Fred Krupp said last week.

But trade organizations like the National Association of Manufacturers, which participated in a legal challenge to the plan, praised it. Obama's EPA administrator, Gina McCarthy, called the proposal "just plain backwards".

The new plan will save an estimated 240 million tons of annual coal production and safeguard more than 27,000 mining jobs and nearly 100,000 additional jobs throughout the supply chain, he said.

The Clean Power Plan now is suspended by the D.C. Circuit Court of Appeals, which set a deadline of Friday for a status report from the EPA on how it plans to proceed.

In March, Trump signed an executive order calling for a review of the EPA, but Monday's announcement marks the agency's first formal step to eliminate the regulation.

Obama enacted the plan to cap pollution from power plants.
