Twitter has changed - more picture- and video-based communication (LOC only collects text) and the rollout of 280 character tweets are just two examples of what's evolved over the past 12 years.

Even back then, creating this archive was an enormous task, and as Twitter has grown and changed, it became more and more unfeasible. The platform hosted about 500 million daily tweets in 2013, at which point the Library of Congress had already amassed an archive of roughly 170 billion tweets and counting. The initiative was bold and celebrated among research communities, " wrote Library of Congress spokeswoman Gayle Osterberg on its website.

The Library of Congress revealed in a blog post that its decision to be selective was due to the evolution of the social media landscape, with new platforms, an explosion in use, terms of service and functionality shifting frequently and lessons learned about privacy and other concerns. Tweets now are more often visual than simply textual. "Given the unknown direction of social media when the [collection of tweets] was first planned, the Library made an exception for public tweets". The collection as a whole will remain under embargo "until access issues can be resolved in a cost-effective and sustainable manner".

The library's initial decision to collect everything that's public was an attempt to create a "snapshot" of the early stages of "one of social media's most important and transformative communication tools". But the Library of Congress will stop archiving every tweet on December 31, 2017.

In a white paper released on Tuesday, the Library of Congress indicated that the growing volume of tweets had become too overwhelming to store. "Future generations will learn much about this rich period in our history, the information flows, and social and political forces that help define the current generation".
