Industry responds to coffee cups report

LONDON, Jan 5 (Reuters) - Britain should charge a 25-pence ($0.34) "latte levy" on disposable coffee cups to cut down waste and ban them if a recycling target is not met by 2023, a committee of lawmakers said on Friday.

In the United Kingdom 2.5bn takeaway coffee cups are used and thrown away each year - enough to stretch around the world five-and-a-half-times.

"Take-away coffee cups may look like cardboard through-and-through but on the inside they are lined with a plastic, making them hard to recycle and resulting in 99 per cent of them being destined for landfill or incineration".

"Disposable coffee cups are an avoidable waste problem and if the United Kingdom can not be confident of their future sustainability, the government should ban them".

David Palmer-Jones, Chief Executive Officer of SUEZ recycling and recovery United Kingdom said: "Taxes on takeaway coffee cups may provide a helpful nudge to consumers to abandon a throw-away culture, but for lasting change, proposals like these need to be part of wider, joined-up reform that shifts the burden of responsibility for all forms of packaging content, recyclability and ultimately their collection, back to the producer".

The UK generates 30,000 tonnes of coffee cup waste a year - enough to fill the Royal Albert Hall.

'Coffee cup producers and distributors have not taken action to rectify this and government has sat on its hands. Neil Whittall, its Head of Coffee, said: "Whilst paper cups are fully recyclable, the industry recognises that many are not being recycled because of a lack of collection facilities". Costa is also collecting cups from rival brands in its shops.

"We will investigate the impact of a 5p charge on a paper cup, coupled with prominent marketing of reusable cups, on customer behaviour", it said in a statement posted on its website. Fewer than 1 in 400 cups is recycled, largely because their plastic linings make recycling trickier.

"We recognise there is growing concern about the number of single-use paper cups being used and that our customers are interested in ways we can help them reduce, reuse and recycle", said a Starbucks spokeswoman.

Creagh said coffee shops have been "pulling the wool" over customers' eyes by saying their cups are recyclable.

However, due to their plastic lining, customers who put them in the recyclable waste effectively contaminate it.

Numerous cups are printed with the three-arrow triangular "Mobius loop" symbol that eight out of ten people think means they can be put in the recycling.

Other measures recommended by the committee include producers paying more for packaging, and improved labelling so consumers know how best to dispose of their cup. Cafes with in-store recycling systems should print their cups with "recyclable in store only", the MPs add.

On Friday the environment ministry said the government was working closely with the sector and had made progress in increasing recycling rates. "Only by treating this issue as one that is the responsibility of both industry and consumers will reuse become the norm in place of single-use and throw away".
