North Korea, seeking 'equal footing,' rejects preconditions for USA talks

Last month, U.S. Vice President Mike Pence was scheduled to meet with North Korean officials, including leader Kim Jong Un's sister, while in South Korea for the Winter Olympics but the North Koreans cancelled at the last minute, U.S. officials said in February.

The North Korean spokesperson said, "It would neither beg for dialogue nor evade the military option claimed by the U.S.".

The statement came days after President Donald Trump said Monday that his administration could enter talks with North Korea, but "only under the right conditions".

Multiple officials cautioned that a diplomatic solution now remains the administration's focus - and that there are ways to block North Korea's missile program short of all-out war.

After the visit to North Korea the envoys will travel to the United States to brief officials, and Seoul said it would also coordinate closely with officials in Japan and China. She criticized the NIS chief for allegedly turning the spy agency into a "North Korea cooperation organization".

Quoting an official of the North Korean Foreign Ministry's Institute for American Studies, the Korea Central News Agency said the USA was perpetrating a "preposterous fabrication yet again".

The statements come after the United States announced on February 23 that it was imposing its largest package of sanctions on Pyongyang, in an effort to pressure it to give up its nuclear and ballistic missile programs.

The North sent delegations to the opening and closing ceremonies of the Pyeongchang Olympics and they met with South Korean President Moon Jae-in.

But the sanctions are likely symbolic as the USA has already imposed much stricter measures on North Korea via a succession of Presidential Executive Orders and Department of Treasury designations.

Although the Japanese intelligence is still investigating the incident, the Kim Jong Un-led North Korean regime is said to be the prime suspect.

State media has also hit back at Washington, reiterating the North's long-held assertion that the USA used biological and chemical weapons against civilians during the Korean War.

North Korea will "take its own measures" against the United States if sanctions and joint military drills with South Korean troops continue, Pyongyang's state media said. "Phase two may be a very rough thing, may be very, very unfortunate for the world".
