The census, conducted every 10 years, is required by the U.S. Constitution to count every single resident of the country, including non-citizens. The estimate is used for many purposes, including apportioning congressional seats and allocating federal funds for schools, hospitals and other programmes. "I think those things are true, but I don't think it has much to do with the citizenship question".

Civil rights groups have loudly opposed the Commerce Department's decision, which was announced Monday evening, saying it was not needed and would discourage minorities from responding to the survey.

"Secretary Ross determined that obtaining complete and accurate information to meet this legitimate government objective outweighed the limited potential adverse impacts", it said.

"It came at the request of the Justice Department, which said that we'd really like to have this question because it would be helpful in enforcing voting rights law", Camarota said. Whether the federal government actually needs the additional level of detail is not cut and dried as Sanders suggests.

Secondly, the Constitution says the paramount goal of the census is to count every single person who lives in the United States, and the courts have ruled that this includes non-citizens.

While these redistricting and voting rights cases continue to ricochet through the courts, a new front has been opened in the right-wing effort to suppress the minority vote: the United States Census.

The presidential administration's decision to add a question on citizenship to the 2020 census, already the target of lawsuits and broad criticism by statistics authorities, drew a new opponent Friday: the experts who advise the Census Bureau itself. So a dozen states, including California, have filed suit, arguing that asking about citizenship unconstitutionally jeopardizes an accurate count. This state is already on the bubble for losing a congressional seat. The short form went to most households in America.
