Other areas of disagreement include whether fingerprint checks should be run on other adult members of the household and parent participation a legal orientation program should be required before release.

In a conference call with reporters, Chris Meekins, a senior official with the Department of Health and Human Services, said the reunification process may be going slowly, "but there is no question that it is protecting children". An additional 20 children have purported parents with whom they can not be reunited because those adults have already been either removed from the United States or released into the country, which removes DHS and HHS's ability to force them to come get the children they claim are theirs.

In ordering an end to the separation of families, the president said they should instead be detained together. But she wouldn't be surprised, she added, if the Trump administration continued to try to find ways to work around the 1997 agreement and other laws to protect immigrant children. Their reasoning: DNA testing is faster than authenticating documents, and protects children - especially the youngest - from being handed to people who may not be their biological parents. The judge refused to modify that.
